National Commission for Human Development

"National Commission for Human Development (NCHD) was established by the Government of Pakistan in 2002 as an autonomous body of the cabinet Division through Presidential Ordinance No. XXIX of 2002. The ordinance of NCHD is protected in the 18th Constitutional amendment under section 270 AA of the Constitution of Pakistan. The President of Pakistan is the Patron-in-Chief of the Commission. The Commission consists of its Chairman, four members/representatives from the Provinces and Secretaries of M/o Education and Finance as ex-officio members.
NCHD is mandated with the role to support and augment human development efforts in Pakistan. On 29th July 2011, Cabinet Division placed NCHD under the administrative control of Ministry of Federal Education & Professional Training, Islamabad.
Mission: To Promote Human Development by Supporting Government Line Departments, Non-Governmental Organizations and Elected Officials at the District level in Primary Education, Literacy, Income Generating Activities and Provision of Basic Health Care Services

Section-7 of the Presidential Ordinance No XXIX of 2002 highlights the functions of NCHD as follows:
The functions of the Commission shall be to–
(a) formulate, approve, manage, promote, enhance, implement, execute, monitor and organize its support programmes and projects for assistance of the line Ministries, Departments and agencies concerned, inter alia, for—
(i) capacity building, training, and enhancement of competency of Government functionaries and line departments, and nongovernmental organizations working in the social sectors, specially under District Governments;
(ii) literacy and non-formal basic education programmes supported by skills training programmes for income generating activities;
(iii) programmes to assist in universal primary education;
(iv) programmes to assist in primary health-care;
(v) programmes to assist in alleviation of poverty;
(vi) national volunteer programme to assist in the social sectors.
(b) undertake research, studies and surveys to assess the needs and requirements of an area for extending scope of its activities and disseminate information in respect thereof;
(c) keep informed the Federal Government and respective Provincial Government and their District Administration of its programs and projects being carried out by it in performance its functions;
(d) global resource mobilization, including finances, intellectual expertise and talent to assist in the social sectors; and
(e) perform such other functions as may be incidental or ancillary to the execution of its programmes and projects.
" NCHD in collaboration with Agha Khan University runs 100 ECE centers in Sindh Province NCHD has an extensive outreach in the country and works in 137 Districts of Pakistan. we can provide field support anywhere in Pakistan In Pakistan, at Government level there is ECE schools, only private institution running ECE centers. PAFEC while using the platform of NCHD can easily implement the ECE
